Although militias had existed in Scotland on an informal basis for some time, the Militia Act (Scotland) of 1797 created a force, similar to that which already existed in England. It introduced a form of conscription that would precede by 120 years the date of compulsory military service. The number of men called upon was set by Government, and Counties were to provide their share of that number according to their populations.
